At 4, I'd say she's old enough to clean herself up when she does pee
her pants. In my experience, it's a stage they go through, sometimes
for years (until 7-8-9), trying to deny they need to go because they
don't want to stop what they're doing. She might respond to the logic
that it takes a lot longer to clean up a pee accident than it would
have for her to just go when she initially needed to, but she might
need to be older before she really believes you on that.
Your job is to make sure she knows where to put the soiled clothes, to
make sure she has clean clothes available in a place she can get them
out herself, and that she has access to wipes or a washcloth for
cleaning up her body - then I'd step back and leave it to her. If
she's going through a lot of clothes very quickly, then I would insist
on help doing the extra laundry. She's old enough to help sort
clothes, push baskets to the laundry room, assist with putting clothes
in and out of the machines, put away folded clothes etc. You might
put a little vocal emphasis on how yucky the clothes smell, etc, and
make it feel like hard work so it doesn't turn into some kind of fun
reward.
