But some of those tests are so painful/invasive/traumatic and the 
possibility of having whatever they test for is so small and the condition

that they test for may be so benign, that the parent and doctor would
decide 
that it is worth checking for behavioral problems first.  Note that I did 
not say all tests are painful/invasive/traumatic, but most people do try
to 
avoid those if possible.
