Shrill noises for a length of time would set me off. But I suspect the 
shrillness I'm talking about would be above the range of a child
screeching!
I do find if I'm getting a headache then a loud noise can tip it into a 
migraine, but I'm not sure if it would develop into a migraine later
anyway.
If I have got a migraine though, even a quietish noise that goes on can be

agony (like a car alarm down the road).
I have to say though, that I don't think I'd find it a problem unless it
was 
my kids and I had to get up and deal with them!
I don't think your neighbour's being reasonable.
